BOLT runs a stellar contest with insightful feedback as part of the entry fee and the opportunity to re-submit a second draft that incorporates that feedback for a nominal fee. Areas for improvement were noted with tact and seeming sensitivity to the fact that aspiring screenwriters might benefit from encouragement as opposed to a clubbing by the reader.
